1 BACKGROUND
• Four-lane regional/ arterial road envisioned in the 2035 Santa Rosa General Plan.
• Widening road, new vehicle travel lanes, bicycle lanes, widened sidewalks, bus stops, stormwater treatment
facilities, landscaping, traffic signals, utility relocations, installation of retaining walls, and easements
acquisitions.
• Contract is 400 working days. Construction begins in May 2022
• Construction is expected to be completed by December
2023.
• Construction Contract to be awarded to Ghilotti Bros, Inc. / FBD Vanguard Construction, Inc.

• TPW does not have staff available to administer a
construction contract of this size.
• Green Valley is qualified to complete Construction
Management and Inspection Services.
• Green Valley’s scope of work includes public
relations, environmental compliance, biological
monitoring & reporting, and hazardous materials
monitoring required for completion of the Project.
5 RECOMMENDATION
• It is recommended by the Transportation and Public
Works Department that the Council, by motion,
approve Project Work Order with Green Valley
Consulting Engineers of Santa Rosa, California, for
Construction Management and Inspection Services
associated with the Fulton Road Widening Project
from Guerneville Road to Piner Road in the amount
of $2,251,332.00.
