Dog licenses must include proof of behavior training from certified trainer /Humane Society. Dog bites from all sizes of dogs can be dangerous. All citations regarding Animal Control to be printed in the Press Democrat, paper and online including owners name and address of offending pet and pet be impounded immediately.
The event reported in the PD left no address for those of us in the neighborhood to AVOID on our daily walks. My street, Grosse Ave. was listed so I stayed locked in the house with my INDOOR cats should the gardener leave the gate unlocked. The red collar idea is absurd, large readable signs regarding dangerous dogs posted on house,. In any case it would be appropriate to know WHY a neighbor in a residential area needs guard dogs. There was no follow up from the PD on this issue regarding owner of dogs, just the victims, not good news reporting.

I strongly support that any vicious or disruptive animal should not be returned to their owners.
Any animal that kills a "family member" animal should not be available to roan and should be confined to a fenced area. Animal are not born "vicious" they are trained to be like that because of their owners.
Recently two dogs killed two cats in my neighborhood -- the dogs were returned to the owners and were allowed to roan and kill again. What if this would have been a child instead of a cat? How would you feel???
Please vote to confine vicious animals. Thank you, Diane Andreini From: Robert Childs

Subject : Current ordinance pertaining to dangerous animals I write with concern that the current regulations in place for the resolution of dangerous animals lacks sufficient protection for the community at large and presents a huge liability to the city of Santa Rosa.
I was present at a meeting some time ago which was attended by Susan Gorin, Mayor Tom Schwedhelm. the director of Sonoma County Animal Services and a large group of citizens.
It was extremely traumatic for me and others to see the damage done to one woman's arm by a homeless woman's dog.
I also have a friend who was attacked by a pit bull at Doyle Park, requiring stitches to her knee.
I have also had a neighbor whose dog attacked THREE dogs on three separate occassions ! The dog owner was only told to place a notice on their home and to keep the dog contained in their yard !! It is my opinion that once a dog attacks another person's pet or another person, the attacking dog needs to be euthanized. In additon, all costs pertaining to any dog attacked needs to be paid by the offending dog's owner.
I look forward to seeing a stronger law/regulation that will put our minds at ease.
Thank you for your attention to this extrememly important issue.
