RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AUTHORIZING THE APPROPRIATION OF STATE OF CALIFORNIA GRANT FUNDS TO ACCOUNT 0601-4411 AND INCREASING THE BUDGET IN EXPENDITURE KEY 300201 TO APPLY PAYMENTS TO CUSTOMER ACCOUNTS FOR OVERDUE WASTEWATER CHARGES WHEREAS, the state of California allocated $985 million from Federal American Rescue Plan Act of 2021 funding to the State Water Resources Control Board (Water Board) to establish the California Water and Wastewater Arrearages Program (Program); and WHEREAS, the Program is providing financial relief to community water systems that have experienced revenue shortfalls and arrearages on water and wastewater bills during the COVID-19 pandemic (March 4, 2020 through June 15, 2021); and WHEREAS, the Program initially prioritized issuing funding to community water systems for water bill arrearages, and is now extending funding to wastewater providers for wastewater bill arrearages; and WHEREAS, Santa Rosa Water applied for and received $365,391.14 for water arrearages and administrative costs, and has credited 724 residential and commercial customer accounts for water arrearages accrued during the eligible timeframe; and WHEREAS, on March 4, 2022, the Water Department submitted an application to the Water Board requesting $679,400.67 for wastewater arrearages and administrative costs; and WHEREAS, on April 11, 2022, Santa Rosa Water received approval for funding from the State Water Board in the amount requested and it will be deposited into Account 0611-4411 when received; and WHEREAS, to expend the funds budget must be appropriated to account 0611-4411 and budget must be increased in expenditure key 300201. / / /

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa authorizes the Chief Financial Offer to appropriate $679,400.67 to account 0611-4411 and increase the budget in expenditure key 300201 to apply payments to customer accounts for overdue wastewater charges.
