1 CURRENT
• On July 11, 2022, the General Service
Agreement for asphalt supply with Syar
Industries, Inc. will expire.
• Syar Industries, Inc. is currently the sole
provider of asphalt concrete supply for the City.
2 PROPOSED
• A Waiver of Competitive Bid and issuance of
Blanket Purchase Orders (BPO) to Bodean
Co., Inc. and Syar Industries, Inc., will replace
the expiring General Service Agreement.
• Both BPO’s include an agreed upon price
adjustment formula that will justify any
future changes in pricing.
3 BENEFIT
• Both vendors proximity to the City is a cost-
effective benefit and fulfills the City’s need
for asphalt supply.
• Issuance of multiple BPO’s insures that during
summer months when there is high demand,
product will always be available.
4 RECOMMENDATION
• It is recommended by the Transportation and
Public Works, Finance and Water
Departments that City Council, approve a
Waiver of Competitive bid and award two (2)
one-year Blanket Purchase Order (BPO), with
four (4) one-year extension options to
Bodean Co., Inc., Santa Rosa, California, in the
total amount not to exceed $550,000 and to
Syar Industries, Inc., Napa, California, in the
total amount not to exceed $550,000.
