RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ADOPTING THE City of Santa Rosa Emergency Operations Plan WHEREAS, the preservation of life, property, and the environment is an inherent responsibility of local government, and WHEREAS, the City of Santa Rosa may be subjected to emergencies and disasters of all types; and WHEREAS; the California Emergency Services Act requires cities to have an Emergency Operations Plan to ensure effective and efficient operations in the event of emergency or disaster; and WHEREAS, the federal National Incident Management System (NIMS) and California’s Standardized Emergency Management System (SEMS) legislation require the creation, maintenance, training, and exercising of emergency response protocols by every local government; and WHEREAS, the State Legislature mandated that all such plans be written using the Standardized Emergency Management System (SEMS) structure; and WHEREAS the City of Santa Rosa Emergency Operations Plan describes how the City of Santa Rosa will manage and respond to major emergency incidents including implementation of an Incident Command System and the Standardized Emergency Management System, National Incident Management System; and WHEREAS, on August 15, 2017, by Resolution RES-2017-161, Council adopted the City’s Emergency Operations Plan, Part 1 (Base Plan) and the City of Santa Rosa Continuity of Operations Plan; and WHEREAS the City of Santa Rosa Emergency Operations Plan demonstrates the City of Santa Rosa’s steadfast commitment to the safety and protection of its citizens, employees, and visitors; and WHEREAS, drafts of the revised plan was distributed to City departments for review and comment, and recommendations have been incorporated into the new Emergency Operations Plan; and WHEREAS, all City department heads concur with the final Emergency Operations Plan as written. / / /

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa does hereby approve and adopt the City of Santa Rosa’s Emergency Operations Plan, attached to this resolution as Exhibit A and made a part of herein.
