RESOLUTION NO. RES-2023-025
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING COUNCIL POLICY 000-40 - LEGISLATIVE ADVOCACY WHEREAS, on January 2, 1996, by Resolution No 22519, Council Policy 000-40 was adopted to provide direction to the Council, Boards, Commissions and staff on the procedure for supporting or opposing State and Federal legislation; and WHEREAS, in 2005, the Council adopted a set of guiding principles and priorities for State and Federal legislation, the primary reason for which was to allow staff to work with the Mayor in supporting or opposing legislation in a timely manner without going to Council for approval; and WHEREAS, on March 24, 2009, by motion, the Council adopted the Guiding Principles and Priorities for State and Federal Legislation; and WHEREAS, on April 9, 2013, by Resolution No. 28262, the Council adopted an amended Council Policy 000-40, which incorporated the Legislative Principles and Priorities, set forth the Council’s then-current legislative priorities, goals and objectives, and reflected the Council’s then-current procedure for responding to State and Federal legislation; and WHEREAS, the recent creation of the City’s centralized Communications and Intergovernmental Relations Office and the City’s enhanced legislative presence at both the state and federal levels, an update to the Council Policy is appropriate; and WHEREAS, the updated Council Policy will enable the City to have quick and sustained engagement on legislative and advocacy issues at the local, regional, Sacramento and Washington, D.C. levels. / / /

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa amends Council Policy 000-40 – Legislative Advocacy, as set forth in Exhibit “A” attached hereto and incorporated by reference herein.
