EXECUTIVE SUMMARY
This resolution will satisfy the accountability requirements of SB1 Transportation funding (FY 2023-2024) as described in The Road Repair and Accountability Act of 2017 - Local Streets and Roads Funding 2021 Annual Reporting Guidelines.
BACKGROUND
In March 2021, the CTC adopted the Road Repair and Accountability Act of 2017 SB1 2021 Annual Reporting Guidelines. The Reporting Guidelines require that pursuant to Streets and Highway Code (SHC) Section 2034 (a)(1), prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, a city must submit to the CTC a list of projects proposed to be funded pursuant to a resolution adopted by the governing body by July 1 of the upcoming fiscal year.
The Streets and Highway Code SHC Section 2030(b)(1) and (2) provide examples of projects and uses for RMRA funding which include but are not limited to the following: road maintenance and rehabilitation, safety projects, railroad grade separations, complete street components including active transportation purposes, pedestrian and bicycle safety projects, transit facilities, as well as drainage and stormwater capture projects in conjunction with any other allowable project.

ANALYSIS
To be eligible for funding, Santa Rosa must, by July 1, 2023, provide evidence to the CTC that projects proposed for RMRA funding through the Local and Streets and Roads Program are included in an adopted resolution. This is an ongoing annual requirement for the City to remain eligible for the funds. Each project included on the approved project list within the resolution must include the following four statutorily required elements:
1. Location
2. Description
3. Estimated useful life
4. Proposed schedule
There are two projects proposed for the SB-1 funding this year: Highway 101 Hearn Interchange Project and Highway 101 Bicycle and Pedestrian Overcrossing.
The Highway 101 Hearn Interchange Project will replace the existing structure with a new structure that will increase the lanes from one in each direction to two with a center turn lane. It will also accommodate a bicycle lane, a protected Class IV multiuse path, and sidewalks on both sides. The structure is proposed to have a useful life of over 50 years with construction estimated to begin in late 2023.
The Highway 101 Bicycle and Pedestrian Overcrossing is a new span across Highway 101. This will be a grade separated bridge providing bicycle and pedestrian connectivity from the Coddingtown area to the Santa Rosa Junior College. It is proposed to land at Elliott Avenue on the east side of Highway 101 and Edwards Avenue on the west side of Highway 101. The structure is proposed to have a useful life of 75 years.
Staff is requesting that the FY 2023-2024 allocation of $3,714,279 from RMRA be used to construct the Highway 101 Hearn Avenue Interchange project and $1,174,065 from RMRA be used to construct the Highway 101 Bicycle and Pedestrian Overcrossing.
FISCAL IMPACT
Approval of this action does not have an impact on the general fund. The SB1 funds will be leveraged with other funds to close any potential funding shortfall needed to construct the projects.
ENVIRONMENTAL IMPACT
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) and 15378 in that there is no possibility that the implementation of this action may have significant effects on the environment, and no further environmental review is required.
The Highway 101 Hearn Interchange Project has been reviewed in compliance with California Environmental Quality Act (CEQA) and an Initial Study/Environmental Assessment (IS/EA) and National Environmental Policy Act (NEPA) and qualifies for a Negative Declaration. The Negative Declaration was approved December 16, 2016.
The Highway 101 Bicycle and Pedestrian Overcrossing has been reviewed in compliance with the California Environmental Quality Act (CEQA) and an Initial Study/Mitigated Negative Declaration (IS/MND) was prepared and distributed for the required 30-day public review period on June 22, 2020. The Project has also been reviewed pursuant to the National Environmental Policy Act (NEPA) and qualifies for a Categorical Exclusion (CE). The CE and the IS/MND for the project were certified in March 2021.
