Robert C. Wilson, Laboratory Supervisor
Equipment Replacement:
Agilent 5900 Inductively Charged
Plasma Optical Emission
Spectroscopy (ICP-OES)
Laguna
Environmental
Laboratory (LEL)
• LEL was established in 1968 with
primary function of physical and
chemical measurements of
wastewater.
• Expansion to add a broader scope of
analytical testing in 2000.
• Advanced instrumentation added
with expansion allowed Santa Rosa
to meet increasing Regulatory
Discharge Permit Requirements.
Providing analytical
Support
• The ICP provides elemental
support to the following groups:
• Operations
• Environmental Compliance
• Biosolids
• Water Quality
• Reclamation
• Special Projects
• Storm Water
• Provides Phosphorus data for
discharge credits.
Maintenance/
End of Service Life
• LEL staff provides basic maintenance on
equipment.
• Existing ICP-OES is beyond the service life
making maintenance challenging.
Agilent 5900
• Reduction in down time as
staff is already familiar
with equipment and
software.
• Standard equipment for
other laboratories using
ICP-OES.
• Can meet data quality
needs for precision and
accuracy.
Budget
• Equipment purchase and shipment cost of $173,000.00 as a one-time purchase and includes all additional items for instrument start up, support for five years, and installation, and staff training for operation.
• Includes a discount from Agilent of $91,170.64.
• Included in FY22/23 O&M Budget.
6 Recommendation
• Recommended by Santa Rosa Water that the Contract
Subcommittee recommend a waiver of competitive bid and
issuance of a purchase order for an Agilent Technologies 5900 Inductively Coupled Plasma Optical Emission Spectroscopy for a total amount not to exceed $173,000.00.
