RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH KOFF & ASSOCIATES, A DIVISION OF GALLAGHER BENEFIT SERVICES, INC. FOR A CITY-WIDE CLASSIFICATION AND COMPENSATION STUDY AND AMENDING THE FY 2022-23 HUMAN RESOURCES BUDGET BY INCREASING APPROPRIATIONS IN AMOUNT OF $450,000 WHEREAS, the City of Santa Rosa has determined the need to conduct a comprehensive City-wide Classification and Compensation Study of its non-safety, miscellaneous employee units; and WHEREAS, the City released a Request for Proposals, and three firms responded; and WHEREAS on December 20, 2022, Koff & Associates, a division of Gallagher Benefit Services, Inc. was selected as determined to be the best qualified; and WHEREAS, K&A has already initiated work with City staff, consistent with its proposal, for the classification and compensation study. As such, the proposed agreement would be effective dating back to the date K&A began performing services under the agreement through May 31, 2024, when K&A is set to finish performance of its services.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves a Professional Services Agreement with Koff & Associates, a division of Gallagher Benefit Services, Inc., in substantially the same form as Exhibit A to the resolution, subject to approval as to form by the City Attorney, in an amount not to exceed $450,000.
BE IT FURTHER RESOLVED that the Council amends the FY 2022-23 Human Resources budget by increasing appropriations in Key Number 040101 in the amount of $450,000, with the source of funds the General Fund unassigned reserves.
BE IT FURTHER RESOLVED that the Council authorizes the City's Chief Financial Officer to pay all proper claims from Key Number 040101.
