RESOLUTION NO. RES-2023-096
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING THE CITYBUS ZERO EMISSION BUS ROLLOUT PLAN WHEREAS, the Council adopted Resolution No. 26341 on August 2, 2005, setting a GHG emission reduction target for City government operations and a community wide GHG emissions reduction target and subsequently adopted the Community-wide Climate Action plan (CCAP) and Municipal Climate Action Plan (MCAP); and WHEREAS, the California Air Resources Board (CARB) adopted the Innovative Clean Transit (ICT) regulation (13 CCR § 2023.1) which became effective October 1, 2019, mandating that all California public transit agencies transition bus fleets to zero-emission technologies by 2040; and WHEREAS, on January 14, 2020, the Council adopted Resolution No. RES-2020-002 endorsing a Climate Emergency Resolution. This Resolution committed the City to ongoing efforts related to climate change and greenhouse gas emission reductions through the implementation of Climate Action Subcommittee direction, the work of City departments, and collaboration with the Regional Climate Protection Authority (RCPA); and WHEREAS, the Bipartisan Infrastructure Law (Pub. L. 117-58) signed by President Biden on November 15, 2021 amended the statutory provisions for the 5339 Grants for Buses and Bus Facilities Competitive Program and Low or No Emission Program to require that any applicant for projects related to zero-emission vehicles have a Zero-Emission Transition Plan.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves the CityBus Zero Emission Bus (ZEB) Rollout Plan.
BE IT FURTHER RESOLVED that the Council approves a copy of this Resolution to be transmitted to the California Air Resources Board (CARB) in conjunction with the filing of the CityBus Zero Emissions Bus (ZEB) Rollout Plan.
