RESOLUTION NO. RES-2023-112
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING A PROFESSIONAL SERVICES AGREEMENT NUMBER F002619 WITH HROD, INC. DBA MMO PARTNERS WHEREAS, the City Council has prioritized strategic federal legislative advocacy program as a key component to bring federal investment here to Santa Rosa; and WHEREAS, the City Council has had federal representative in Washington, D.C. since 2018, in part to assist the City with the rebuild and recovery efforts from the 2017 fires; and WHEREAS, on April 16, 2018, the City entered into a Professional Services Agreement with HROD, Inc. dba MMO Partners and since that time Council has approved amendments extending time of performance and increasing compensation; and WHEREAS, the City issued a Request for Proposals on February 27, 2023 for federal legislative advocacy and received two proposals; and WHEREAS, a review board selected HROD, Inc. dba MMO Partners as the most qualified applicant and best value to the City to represent the City in Washington, D.C.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves a Professional Services Agreement Number F002619 with HROD, Inc. dba MMO Partners of Washington, D.C., in substantially the same form as Exhibit A to the resolution, subject to approval as to form by the City Attorney, for a five-year contract with an annual rate of compensation of $117,600 and a total amount not to exceed $588,000, for federal legislative advocacy efforts, including policy development and funding for the council’s federal legislative priorities.
