RESOLUTION NO. RES-2023-118
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING THE FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT NO. F002578 WITH DAVID TAUSSIG AND ASSOCIATES, INC., DBA DTA WHEREAS, the City entered into a Professional Services Agreement Number F002758 with David Taussig and Associates, Inc., dba DTA (DTA), Newport Beach, California, in January 2023 to evaluate the feasibility of an Downtown Santa Rosa Enhanced Infrastructure Financing District (EIFD), and to guide the City through the steps and processes needed to form an EIFD, including the development of an Infrastructure Financing Plan; and WHEREAS, the value of an EIFD is greatly enhanced by the participation of both the City of Santa Rosa and the County of Sonoma, which to coordinate to allow for full transparency and public participation while meeting the timeframes outlined in State Code requires more time than initially allocated; and WHEREAS, State Code requires the preparation of, and submission to the State Board of Equalization legal and plats for the parcels included in the EIFD, which is beyond the original scope of work requested of DTA.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves the First Amendment to Professional Services Agreement Number F002578 with David Taussig and Associates, Inc., dba DTA to increase compensation in the amount of $102,000 for a total increased compensation amount not to exceed $151,500, update the scope of work, and to extend the time for performance, with an amendment substantially the same form as Exhibit A to the resolution, subject to approval as to form by the City Attorney.
