ANALYSIS
To date the City Council has authorized a total of $20 million towards the Project. Of the $20 million, $10 million has been allocated from PG&E settlement funds and $10 million has been allocated from ARPA funds. More funds are needed to construct the Project and staff are continuing to research funding opportunities.
Senator Mike McGuire led an effort to increase funding for the Project, including from the State of California Targeted State Grant program, administered by the State Library. Staff recently received a check for $2.5 million from the grant program, an additional $2.5 million has been awarded and will be delivered to the City in two subsequent payments. Grant funds are eligible to be expended on Project activities that benefit the new Library to be constructed as part of the Project. Grant funds must be expended by January 2025; therefore, staff recommends appropriation of the grant funds in order to begin eligible expenditures.
FISCAL IMPACT
There is no matching requirement for receipt of the grant and approval of this action does not have a fiscal impact on the General Fund. California State Library Targeted State Grant funds will be appropriated to Account No.17662.
ENVIRONMENTAL IMPACT
This action is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15061(b)(3) and 15378 in that there is no possibility that the proposed activity may have significant effects on the environment, and no further environmental review is required at this time.
