RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ADOPTING THE City of Santa Rosa Continuity of Operations Plan (COOP) WHEREAS, the preservation of life, property, and the environment is an inherent responsibility of local government; and WHEREAS, the City of Santa Rosa may be subjected to emergencies and disasters of all types; and WHEREAS, the federal National Incident Management System (NIMS) and California’s Standardized Emergency Management System (SEMS) legislation require the creation, maintenance, training, and exercising of emergency response protocols by every local government; and WHEREAS, the State Legislature mandated that all such plans be written using the Standardized Emergency Management System (SEMS) structure; and WHEREAS the City of Santa Rosa Continuity of Operations Plan describe how the City of Santa Rosa will manage and respond to major emergency incidents including implementation of an Incident Command System and the Standardized Emergency Management System, National Incident Management System; and WHEREAS, in October 2017, the Council adopted the City’s current Continuity of Operations Plan; and WHEREAS the City of Santa Rosa Continuity of Operations Plan ensures the continuation of government and the performance of essential functions during and after a disaster or other disruption to normal government operations; and WHEREAS the City of Santa Rosa Continuity of Operations Plan demonstrate the City of Santa Rosa’s steadfast commitment to the continuation of services during an emergency or disaster, and the safety and protection of its citizens, employees, and visitors; and WHEREAS, the drafts were distributed to all City departments for review and comment, and recommendations have been incorporated into the new Plans; and WHEREAS, all City department heads concur with the final Plans as written. / / /

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Santa Rosa does hereby approve and adopt the Continuity of Operations Plan.
