RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH QUADRIGA LANDSCAPE ARCHITECTURE & PLANNING TO PROVIDE LANDSCAPE ARCHITECTURAL DESIGN AND ENGINEERING SERVICES TO PREPARE DESIGN AND CONSTRUCTION DOCUMENTS FOR KAWANA SPRINGS COMMUNITY PARK IN AN AMOUNT NOT TO EXCEED $603,763.60 WHEREAS, Kawana Springs Park is a 19.2-acre Community Park located within the southeast quadrant of Santa Rosa, between Kawana Springs Road and Kawana Terrace; and WHEREAS, on Tuesday, November 12, 2019, the City Council approved the California Environmental Quality Act (CEQA) of Mitigated Negative Determination (MND) and the Master Plan for the project; and WHEREAS, the Master Plan includes a fitness course, half basketball court, sand volleyball court, bocce court, table tennis, pump track, dog park, open turf, gathering pavilions, picnic areas, children’s play areas, restrooms, parking, and a system of paved pathways and unpaved trails adjacent to Kawana Springs Creek, and a clear span pedestrian bridge is proposed over Kawana Springs Creek in the northeast corner of the site; and WHEREAS, proposals were invited for performance of landscape architecture design and engineering services to prepare Design Development and Construction Documents (CDs) to complete the Park; and WHEREAS, nine (9) proposals were received on July 29, 2023, and reviewed in accordance with City policy; and WHEREAS, the scope of work associated with the PSA provides the landscape architectural design and engineering services to complete 100% CDs based on the approved Master Plan for Kawana Springs Community Park; and WHEREAS, the improvement project at Kawana Springs Community Park was accepted to the State of California Department of Parks and Recreation Office of Grants and Local Services Land and Water Conservation Fund Grant Program; and WHEREAS, funding for these services is available in the current fiscal year budget from Zone 4, Southeast Park Development Impact Fees, Fund 09608 and from State Parks Land and Water Conservation grant program. ///

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves the Professional Services Agreement with Quadriga Landscape Architecture & Planning, substantially in the form attached hereto as Exhibit A, subject to approval by the City Attorney, and made part of this resolution, in an amount not to exceed $603,763.60.
