RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA WAIVING COMPETIVE BIDDING AND APPROVING A BLANKET PURCHASE ORDER FOR THE PURCHASE OF 2025 MODEL YEAR AND NEWER FORD POLICE INTECEPTOR UTILITY VEHICLES TO HANSEL FORD, SANTA ROSA, CALIFORNIA AS REPLACEMENT POLICE FLEET VEHICLES WHEREAS, the City of Santa Rosa Transportation and Public Works Department submitted a request to purchase 2025 model year or newer Ford Police Interceptor Utility Vehicles; and WHEREAS, the purchase of the vehicles will replace exitsting assets used by the Santa Rosa Police Department; and WHEREAS, Section 3-08.100(D) of the City Code provides that purchases of supplies, material, equipment and services may be made without recourse to competitive bidding requirements where the source of supply, necessary restrictions in specifications, necessary standardization, quality considerations, or other valid reasons for waiving competition appears; and WHEREAS, Hansel Ford is the only local, as defined by City Code, Ford vendor currently capable of providing pricing, availability, and support of these vehicles; and WHEREAS, based on the pricing the City obtained from Hansel Ford, and the limited availability of the equipment, Transportation and Public Works and Purchasing staff consider it advantageous to the City to waive the competitive purchase process; and WHEREAS, The Ford Interceptor Police Utility vehicle is the standard product used by the City of Santa Rosa Police Department.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa waives competive bidding to purchase replacement Police Utility vehicles from the local dealer, Hansel Ford. ///

BE IT FURTHER RESOLVED that the Council approves a Blanket Purchase Order with City Purchase Order Terms and Conditions for the purchase of 2025 model year or newer Ford Police Interceptor Utility vehicles to Hansel Ford, Santa Rosa, California in an amount not to exceed $3,500,000.
