Dear Councilmember Okrepkie:
I just want to confirm that the intention for the discussion of a Surveillance Technology Ordinance (STO) is for it to be a separate item on the July 23 Public Safety Sub-Committee agenda and not subordinated under a discussion of a Real Time Crime Center (RTCC).
While it is likely that many items that would be included in a RTCC will be subject to council-approved policies and comprehensive annual reporting under the STO, they are not the only technologies that are either in use or have the potential to be used by the City of Santa Rosa that would be subject to the STO.
I was disappointed to read in the Press Democrat
(https://www.pressdemocrat.com/article/news/local-leaders-santa-rosa-police- surveillance-2/) that "...City Council member Jeff Okrepkie, who is also chair of the Santa Rosa City Council’s public safety subcommittee, said he agrees that an internal policy is the best route....". I think that position is a huge mistake. Working to bring in the RTCC without the appropriate oversight provided by an STO is going to damage your standing in the community.
The Press Democrat's Editorial Board
(https://www.pressdemocrat.com/article/opinion/santa-rosa-police-surveillance-shot- spotter/) gets it right when it says "Santa Rosa must develop, enforce and audit strong policies regarding surveillance technology and related systems. The department manual includes a section on automated license plate readers, and one will be added on “Public Safety Video Surveillance System.” Those are essential, but in the long term they are not a substitute for a thoughtful, effective city ordinance on surveillance technology, such as Sebastopol has adopted ."
Please let me know as soon as possible whether it is the intention for the discussion of a Surveillance Technology Ordinance (STO) is for it to be a separate item on the July 23 Public Safety Sub-Committee agenda.
Thank you.
Regards,
Jim Duffy

Jim, Nancy, and Tammy,
Just following up with you on our conversation regarding the surveillance ordinance and our Real Time Crime Center. I have been discussing the issue and our current department policies with Council Member Jeff Okrepkia. Council Member Okrepkie has agreed to place the topic on the Public Safety Sub-Committee agenda on July 23, 2024, at 9 am at the City Council Chamber.
This will be our opportunity to obtain community feedback on this important topic.
Thanks for your partnership as we build a program that has community trust.
