Dear Mayor Rogers and Council members,
I'm writing in support of TPW Director Hennessy's framework for re-prioritizing city resources for capital improvement projects. I believe formalizing the process will lead to a better use of the city's scarce resources.
Importantly, this new framework should account for the cost of not investing on a project. For example, you might find that investing in a piece of bike infrastructure has a "negative cost", or direct return on investment, once you account for the reduced need for maintenance on the car infrastructure that would be used instead. The cost of not building the project might then be greater than the cost of building it.
I respectfully request your support for the approach, and request that the analysis considers the impacts of not pursuing a particular project as well.
