RESOLUTION NO. RES-2024-198
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA WAIVING THE COMPETITIVE BID PROCESS AND APPROVING THE PROFESSIONAL SERVICES AGREEMENT WITH OIR GROUP, LLC TO SERVE AS THE INDEPENDENT POLICE DEPARTMENT AUDITOR WHEREAS, the City of Santa Rosa wishes to enter into a Professional Services Agreement with OIR Group, LLC; and WHEREAS, the City of Santa Rosa entered into a prior Professional Services Agreement with OIR Group from the period of November 30, 2021 through November 30, 2024, and wishes to continue to contract with the OIR Group for continued services; and WHEREAS, OIR Group, LLC, as the Independent Police Auditor, will report directly to the City Manager and will review internal investigations, conduct audits of policies, practices and records, conduct community outreach, and will, annually, prepare a written report and give a presentation to the Public Safety Subcommittee and City Council; and WHEREAS, OIR Group, LLC will be required to contract with an equity consultant and will be expected to demonstrate experience and understanding in the areas of diversity, equity and inclusion.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa waives the competitive bid process and approves a subsequent Professional Services Agreement with OIR Group LLC, substantially in the form of Exhibit A, subject to approval by the City Attorney, in an amount not to exceed $270,000 over three years.
BE IT FURTHER RESOLVED that the Council authorizes the City’s Chief Financial Officer to pay all proper claims from Charge Number 95117.
