2 EPA Pretreatment Audit
• The City’s program is part of the EPA
Pretreatment Program
• State Water Resources Control Board must
audit each program once every 5 years and
inspect every 1 to 2 years in between
• Last audit was completed in 2022

• First proposed edit to Section 15-04.030
Definitions. (16) “Categorical user or
categorical industrial user (CIU)”
• Corrects 3 typographical errors in the definition
• The first edit removes the space in “pretreatment”
• The second and third edits correct the reference
to the appropriate section of Federal Code

Periodic Compliance Reports
• Revised section clarifies that the Industrial User
must report their self-monitoring no-less than
twice per year unless the City performs the
sampling and meter reads

6 RECOMMENDATION
It is recommended by the Board of Public
Utilities and Santa Rosa Water, that Council,
by ordinance, adopt amendments to sections
of Santa Rosa City Code Title – 15 Sewers:
15-04.030 Definitions (16); 15-08.490 Periodic
Compliance Reports; and 15-08.620
Recordkeeping.
