RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ESTABLISHING FEES FOR THE PROCESSING AND ADMINISTRATION OF MASSAGE ESTABLISHMENT CERTIFICATIONS, RENEWALS, ADMINISTRATIVE ADJUSTMENTS, AND INSPECTIONS WHEREAS, Government Code Section 66014 provides that when a local agency charges fees for filing and processing applications for building and planning services or under any other authority, those fees may not exceed the estimated reasonable cost of providing the service for which the fee is charged, and such fees may include the costs reasonably necessary to prepare and revise the plans and policies that a local agency is required to adopt before it can make any necessary findings and determinations; and WHEREAS, on January 1, 2025, the City Council adopted a city-wide Fee Schedule which established staff cost recovery rates, allowing the City to offset the costs borne in administering various programs; and WHEREAS, the City of Santa Rosa wishes to amend portions of the Municipal Code to ensure that the City regulates massage practitioners and massage establishments in compliance with the provisions of AB 1147 and other applicable laws; and WHEREAS, proposed fees associated with the administration of massage establishments have been calculated to reasonably include such cost recovery rates as are necessary; and WHEREAS, such proposed fees are attached to this Resolution as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa adopts the Proposed Massage Establishment Certificate Fees, attached to this resolution as Exhibit A and made a part of herein, establishing fees associated with the processing and maintenance of massage establishment certifications, renewals, inspections, and administrative adjustments as stated herein. / / /

BE IT FURTHER RESOLVED that this resolution shall be effective 60 days following the effective date of Ordinance No. ORD-2025-004.
