CITY OF SANTA ROSA
CITY COUNCIL

FROM: DONTE WATSON, DIRECTOR OF RECREATION & PARKS
SUBJECT: SERVICE CONTRACT WITH THE SANTA ROSA CITY SCHOOL DISTRICT TO PROVIDE SUMMER PROGRAMS FOR YOUTH AGENDA ACTION: RESOLUTION
RECOMMENDATION
It is recommended by the Recreation and Parks Department that the Council, by resolution: 1) approve a Service Contract with the Santa Rosa City School District for the Recreation and Parks Department to provide services for summer youth programs; and 2) and authorize the City Manager to execute the Santa Rosa City Schools Service Contract.
EXECUTIVE SUMMARY
The Recreation and Parks Department offers a wide variety of services and programs for youth. The proposed contract with the Santa Rosa City School District will enable the Recreation and Parks Department to continue the expansion of programming for Santa Rosa youth during the summer months.
BACKGROUND
The Recreation and Parks Department offers a wide variety of summer programs for youth.
The Santa Rosa City School District, through contracts, partners with a variety of service providers to offer summer programs for Santa Rosa City School students.
This is a renewed Service Contract for 2025 summer programming.
PRIOR CITY COUNCIL REVIEW
On April 16, 2024, the City Council, by Resolution No. 2024-056, approved and authorized the City Manager to negotiate and execute a service contract with the Santa Rosa City School District and authorized the Chief Financial Officer to increase appropriations.
ANALYSIS
In the most recent contract negotiation, the Santa Rosa City School District would pay the City of Santa Rosa $56,170 in exchange for providing summer programming for 450 youth. These programs will be provided through the Neighborhood Services section of the Recreation and Parks Department as part of the City’s Violence Prevention efforts. This renewed Service Agreement includes mutual indemnification. Both organizations will promote summer offerings while providing outreach strategies for student and family participation with an emphasis on prioritizing access and equity.
The Recreation and Parks Department maintains JL Key 001882-1260 ‘Change For Kids’ to manage revenues dedicated to youth services provided through the Neighborhood Services Section. These funds will be utilized to provide Santa Rosa youth access to high-quality Recreation programs.
