RESOLUTION NO. RES-2025-042
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING THE 2025 UPDATE TO THE SANTA ROSA CITYBUS TITLE VI PROGRAM WHEREAS, Title VI of the Civil Rights Act of 1964 provides that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance; and WHEREAS, all programs receiving financial assistance from the Federal Transit Administration (FTA) are subject to Title VI and the U.S. Department of Transportation’s implementing regulations at 49 CFR part 21; and WHEREAS, the City of Santa Rosa, as the operator of Santa Rosa CityBus, is a recipient of financial assistance from the FTA; and WHEREAS, the FTA requires that all direct and primary recipients of FTA financial assistance document their compliance by submitting an updated Title VI Program once every three years; and WHEREAS, the last update to the Santa Rosa CityBus Title VI Program was brought forward to Council on May 10, 2022, by Resolution RES-2022-090 and an update is due to the FTA on April 1, 2025; and WHEREAS, the City of Santa Rosa Transportation and Public Works Department has prepared an update to the Santa Rosa CityBus Title VI Program in accordance with the requirements detailed in FTA Circular 4702.1B (dated October 1, 2012).
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves the 2025 update to the Santa Rosa CityBus Title VI Program, attached to this resolution as Exhibit A and made a part of herein.
