Agenda Item #14.3
For Council Meeting of: April 15, 2025

CITY OF SANTA ROSA

CITY COUNCIL
TO: MAYOR AND CITY COUNCIL
FROM: RACHEL EDE, DEPUTY DIRECTOR – TRANSIT
TRANSPORTATION AND PUBLIC WORKS – TRANSIT DIVISION
SUBJECT: STATE OF GOOD REPAIR PROGRAM AUTHORIZATION TO APPLY FOR THE ANNUAL FORMULA ALLOCATION AND PROJECT APPROVAL AGENDA ACTION: RESOLUTION

RECOMMENDATION
It is recommended by the Transportation and Public Works Department that the Council, by resolution: 1) approve the SB1 State of Good Repair Project List; 2) authorize the Director of Transportation and Public Works or designee to request the City’s annual allocation of FY 2025-2026 State of Good Repair funding in the estimated amount of $30,072 from the California Department of Transportation; and 3) agree to comply with all conditions and requirements in the Certifications and Assurances document and applicable law for such purposes.

EXECUTIVE SUMMARY
The SB1 State of Good Repair (SGR) program provides capital assistance to rehabilitate and modernize California’s existing local transit systems. In FY 2025-2026 the City of Santa Rosa (CityBus) will receive an estimated $30,072 from the SGR program based on an annual formula allocation. These funds will assist CityBus in maintaining the fixed-route fleet of buses, providing efficient and reliable service to the community.

BACKGROUND
The State Transit Assistance (STA) funding from the SGR account authorized under Senate Bill 1 (2017) is funded from a portion of a new Transportation Improvement Fee on vehicle registration.

The SGR program goal is to provide funding for capital assistance to rehabilitate and modernize California’s existing local transit system. Funding is based on the revenue allocation method; that is, the amount of revenue generated by the operator’s transit system relative to other transit operators statewide.

PRIOR CITY COUNCIL REVIEW
On May 7, 2024, the City Council, through RES-2024-067, authorized the application for FY 2024-2025 State of Good Repair funds.

ANALYSIS
Transit staff prepared the annual request for funds from the SGR program to assist in the maintenance and repair of the fixed-route buses in the CityBus system.

To submit the request for funds, an approved resolution is required by the California Department of Transportation demonstrating local support for the application to the SGR program.

FISCAL IMPACT
Approval of this action does not have a fiscal impact on the General Fund. These funds are included in the Transit Division budget for FY 2025-2026.

ENVIRONMENTAL IMPACT
Pursuant to CEQA Guidelines Section 15378, the proposed action is not a “project” subject to the California Environmental Quality Act (CEQA) because it does not have a potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. In the alternative, the proposed action is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment.
