RECOMMENDATION
It is recommended by the City Manager that the Council, by motion, adopt the final report, City Council Strategic Priorities 2025-2027, identified at the City of Santa Rosa Council Priority Setting workshop held on February 19, 2025.
EXECUTIVE SUMMARY
The City of Santa Rosa held a City Council workshop and goal setting on February 19, 2025, at City Hall. This workshop provided the City Council with the opportunity to review progress made to date on goals that were set in March of 2024 and identify top priorities and goals for the upcoming two years.
BACKGROUND
The attached report summarizes the results of the priority setting session. Jacob Green, President and Chief Executive Officer, and Greg Deveraux, Senior Advisor, both of Jacob Green and Associates, facilitated the workshop. The final report including City Council Strategic Priorities 2025-2027, is included as Attachment 1.

FISCAL IMPACT
Approval of this action does not have a fiscal impact on the General Fund.
ENVIRONMENTAL IMPACT
Pursuant to CEQA Guidelines Section 15378, the proposed action is not a “project” subject to the California Environmental Quality Act (CEQA) because it does not have a potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. In the alternative, the proposed action is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment.
