MEMORANDUM
Date: July 29, 2025
From: Yuri Koslen, Transit Planner
CC: Rachel Ede, Deputy Director Transit Division
Subject: Letters of Support for Grant Applic ation for FTA Section 5310 Funds for Purchase of Replacement ADA Paratransit Vehicles
The City of Santa Rosa seeks to apply for funding for replacement of ADA Paratransit vehicles that have exceeded their useful life. The funds are being requested from the Federal Transit Administration (FTA) Section 5310 program. These funds are appropriated to urbanized areas across the United States to support transportation services for older adults and persons living with a disability. Applications for the 5310 in California are administered by the California Department of Transportation (Caltrans) in conjunction with the Metropolitan Transportation Commission (MTC). Caltrans requires the local jurisdiction to hold a public hearing as well as adopt a resolution prior to applying.
To ensure that non-profits within the UZA have been notified of this opportunity to comment on the City’s 5310 application, City staff published a notice of the public hearing in the Press Democrat and directly emailed the public meeting notice to over thirty non-profit and governmental organizations.
Attached is the email sent to non-profits and the letters of support that were received in response to the letter.

Sample Letter of Support.docx
Dear Santa Rosa partners,
I am writing to request a letter of support for the City of Santa Rosa’s 5310 grant application (please submit letters of support by August 4
th if possible) and to ensure you are aware of the
public hearing on this matter conducted by the City Council on Tuesday August 5, 2025, at or after 5:00 p.m.
The purpose of the public hearing will be to receive public comment and recommendations prior to the City Council acting on FTA Section 5310 Grant Application for Americans With Disabilities Act (ADA) Accessible Vehicles.
This application is for the acquisition of replacement paratransit vehicles that have reached their useful life expectancy. The California Department of Transportation (Caltrans) requires that public agencies hold a public hearing to allow local non-profits to comment on both their ability to provide ADA complementary paratransit service and the City’s interest in submitting a Section 5310 grant application.
Meeting access information (including instructions) and meeting documents are available online at: https://santa-rosa.legistar.com/Calendar.
Members of the public can provide public
comment by attending in person from Council Chamber at 100 Santa Rosa Avenue, Santa Rosa.
The public can also view or listen to the meeting live at:
