RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING THE FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT NUMBER F002912 WITH ALVAREZ & MARSAL PUBLIC SECTOR SERVICES, LLC TO AMEND THE SCOPE OF SERVICES AND INCREASE COMPENSATION IN THE AMOUNT OF $290,000, FOR A TOTAL AMOUNT NOT TO EXCEED $389,500 WHEREAS, on November 3, 2024, the City Manager approved Professional Services Agreement Number F002912 with Alvarez & Marsal Public Sector Services, LLC in the amount of $99,500 (“Original Agreement”), to review the City’s general fund long-range forecasting model and budgeting structure and make recommendations for alignment with industry best practices; and WHEREAS, Alvarez & Marsal Public Sector Services, LLC timely and on budget completed the Scope of Services in the Original Agreement, and recommended adopting changes to the City’s budget structure to focus on program budgeting instead of line-item budgeting which would allow the City to better align resources with its most pressing goals and evolving community needs; and WHEREAS, the City desires to approve a First Amendment to F002912 to add additional Scope of Services consistent with these recommendations and increase compensation in the amount of $290,000.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves the First Amendment to Professional Services Agreement Number F002912 with Alvarez & Marsal Public Sector Services, LLC, to revise the Scope of Services and increase compensation in the amount of $290,000, for a total amount not to exceed $389,500, in substantially the same form as Exhibit A to the resolution, subject to approval as to form by the City Attorney. / / /

BE IT FURTHER RESOLVED that the Council approves an amendment to the Fiscal Year 2025-26 General Fund operating budget by increasing appropriations in 050101-5320 in the amount of $290,000 with the source of funds the general fund reserves.
