RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH RAFTELIS FINANCIAL CONSULTANTS, INC. FOR AN OPERATIONAL AND STAFFING ASSESSMENT WHEREAS, the City of Santa Rosa has identified the need for a comprehensive Organization and Staffing Assessment to ensure its structure, resources, and staffing levels are effectively aligned with current and anticipated service demands; and WHEREAS, four proposals were submitted, opened, and evaluated based on criteria including methodology, expertise, stakeholder engagement, and cost effectiveness in accordance with law; and WHEREAS, an analysis was conducted of the four proposals using best practices to ensure the procurement was not unduly restrictive of competition; and WHEREAS, it was concluded that Raftelis Financial Consultants, Inc. was selected based on its depth of experience, clarity of approach, and provided the best value for the services requested; and WHEREAS, the proposed Professional Services Agreement includes a focus on three departments: Planning and Economic Development, Housing and Community Services, and Transportation and Public Works; and WHEREAS, the proposed Agreement includes an option to expand to additional departments: City Attorney’s Office, Santa Rosa Water, and Information Technology for an added fee of $122,750.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa approves the Professional Service Agreement Number with Raftelis Financial Consultants, Inc, attached to this resolution as Exhibit A and made a part of herein, in an amount not to exceed $144,550. / / /

BE IT FURTHER RESOLVED that the Council authorizes the City Manager or designee to make non-substantive changes to the Agreement, subject to approval by the City Attorney, and to execute all documents necessary to effect the Agreement.
