Dear Members of the Planning Commission,
Three years ago, more than 400 Skyhawk residents united to oppose the proposal to establish a permanent 24-bed Addiction Services center in Skyhawk Village—presented misleadingly as a “community services center.” After careful review and a well-attended public hearing on December 8, 2022, the Planning Commission rightly denied the Minor Use Permit based on overwhelming community opposition and clear incompatibility with our neighborhood.
Now,
Pura Vida is attempting once again to push through the same proposal—a 24-bed recovery facility in a location that remains completely unsuitable. This site sits dangerously close to Austin Creek Elementary School, poses significant traffic and parking issues, threatens the vitality of local small businesses, and violates Santa Rosa’s General Plan.
Approving it would expose the City to unnecessary legal and community backlash.
The residents of Skyhawk have spoken before, and we are speaking again—this facility does not belong here. We urge the Commission to stand by your previous decision and deny this application once more, decisively and permanently.
Respectfully,
Rogerio Pereira

Dear Planning Commission,
Three years ago, over 400 people from the Skyhawk community (including my wife and me) signed a petition seeking to BLOCK the proposal to establish a permanent 24-bed Addiction Services center in Skyhawk Village under the guise of a community services center. The Planning Commission voted against the Minor Use Permit after a public hearing on 12/8/2022 where many residents spoke against it.
Now Pura Vida is resubmitting the application to try a second time to get a Minor User Permit to operate a 24-bed recovery center. Such recovery center is too close to Austin Creek Elementary.
It blocks traffic and takes customers away from other small businesses. Worst of all, it also violates the Santa Rosa city General Plan and creates a liability for the city should you continue to support this proposal.
Further, this location is located directly next to a bar serving alcohol late at night. Hardly a location for a rehab facility.
Please help keep Santa Rosa beautiful, and for families. I fear for our children and community members.
Please take steps today to block this proposal.
Regards,
Andrew and Kelsey Maynard

Dear Planning Commission,
As a healthcare provider I can confidently state that Pura Vida Recovery Services should not go into 5761 Mountain Hawk Dr. This recovery center in the same area as a bar puts both the community and rehab patients at risk. Please uphold your decision already voted upon and deny this proposal.

Dear Members of the Planning Commission,
I respectfully request that you deny the proposal to establish a permanent 24-bed Addiction Services center in Skyhawk Village. While I fully recognize the importance of addiction treatment and the valuable work these organizations do, this type of facility is not appropriate for a residential neighborhood.
Skyhawk Village is a small, community-oriented commercial area that serves the surrounding homes. The local businesses here are invested in maintaining a safe, welcoming environment that supports nearby residents and contributes positively to property values. These businesses rely on good relationships with the community and have a vested interest in keeping the area attractive and harmonious.
By contrast, a 24-bed detox facility does not depend on neighborhood support or participation.
Its patients and visitors are not members of our community, and the operation of such a facility could introduce safety, parking, and compatibility challenges inconsistent with the character of Skyhawk Village. This location simply does not provide the infrastructure or setting suited for an intensive residential treatment program.
I urge the Commission to consider
alternative locations in areas zoned for medical,
institutional, or commercial services that can better support this important mission without negatively impacting a residential neighborhood.
Thank you for your time and consideration.
