1. CALL TO ORDER AND ROLL CALL
Mayor Stapp called the meeting to order at 9:32 a.m.
Mayor Mark Stapp, Vice Mayor Eddie Alvarez, Council Member Caroline Bañuelos, Council Member Victoria Fleming, Council Member Dianna MacDonald, and Council Member Jeff Okrepkie

2. REMOTE PARTICIPATION UNDER AB 2449 (IF NEEDED)
Vice Mayor Alvarez announced participation via Zoom under the "Just Cause" provisions of AB 2449 due to a contagious illness, and announced there was no one over the age of 18 accompanying him at his location.
3. ANNOUNCEMENT OF CLOSED SESSION ITEM(S)
No public comments were made.
Mayor Stapp recessed the meeting to closed session at
9:35 a.m. to discuss Item 3.1 as listed on the agenda.
Council Member Rogers joined the meeting at approximately 9:37 a.m.
3.1 PUBLIC EMPLOYMENT
(Government Code Section 54957)
Titles: City Manager and Interim City Manager
Due to a wide-spread PG&E service disruption in the City, the meeting recording was interrupted starting at approximately 12:18 p.m. and for the remainder of the Special meeting.
Mayor Stapp reconvened the meeting at 1:00 p.m.
