RESOLUTION OF THE CITY OF SANTA ROSA APPOINTING LORI ANN FARRELL AS INTERIM CITY MANAGER EFFECTIVE JANUARY 2, 2026, AND APPROVING AN EMPLOYMENT AGREEMENT BETWEEN THE CITY OF SANTA ROSA AND LORI ANN FARRELL WHEREAS, The City of Santa Rosa will have a vacancy in the City Manager position starting January 3, 2026; and WHEREAS, appointment of an Interim City Manager position is needed while the City conducts a recruitment for a permanent City Manager; and WHEREAS, the City desires to employ Lori Ann Farrell as Interim City Manager of the City of Santa Rosa, on a temporary and at-will basis, beginning on January 2, 2026 pending the City’s recruitment of a permanent City Manager to fill the position; and WHEREAS, Lori Ann Farrell desires to serve as Interim City Manager of the City of Santa Rosa; and WHEREAS, the City Council and Lori Ann Farrell desire to agree in writing to the terms and conditions of Lori Ann Farrell employment as Interim City Manager; and WHEREAS, the position of Interim City Manager requires specialized skills, including but not limited to advanced municipal management, budgeting, and negotiating skills, and Lori Ann Farrell is a seasoned City Manager with those skills. / / /

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Santa Rosa that subject to the City Council’s adoption of an Ordinance establishing the compensation for the Interim City Manager set forth in the Employment Agreement attached hereto as Exhibit A between the City of Santa Rosa and Lori Ann Farrell effective January 2, 2026, the City Council hereby approves that Employment Agreement , and authorizes and directs the Mayor to sign and execute the Employment Agreement on behalf of the City.
