RESOLUTIONOF THE COUNCIL OFTHE CITY OFSANTA ROSAAPPROVINGTHE
SUBMITTAL OFGRANT APPLICATION TO THE CALIFORNIA DEPARTMENTOF HOUSINGAND COMMUNITY DEVELOPMENTFOR $5 MILLION UNDERTHE
CALHOME PROGRAM, AUTHORIZING THE DIRECTOROFHOUSINGAND
COMMUNITY SERVICESTO EXECUTEA STANDARD AGREEMENTAND ANY
RELATED DOCUMENTS, AND AUTHORIZING THE CHIEF FINANCIAL OFFICERTO
INCREASEAPPROPRIATIONSBY THE APPROVEDGRANT AWARD
WHEREAS, theCaliforniaDepartmentof HousingandCommunityDevelopment hereinafterreferredto asHCD) hasissueda HomeownershipSuperNoticeof Funding Availability (“HOSN”) datedDecember12, 2024, amendedon January14, 2024andJanuary17, 2025, undertheCalHome (“CalHome”) Programestablishedby Chapter6, commencingwith 50650) of Part2 of Division 31of theCaliforniaHealth & SafetyCode (statute). Pursuantto thestatute, HCD is authorizedto approvefundingallocationsutilizing moniesmadeavailableby theStateLegislatureto theCalHomeProgram, subjectto thetermsandconditionsof thestatute andtheCalHomeProgramGuidelinesadoptedasamendedby HCD; and WHEREAS, theCity staffwishesto submitanapplicationto obtainfrom HCD an allocationof CalHomefundsin theamountof $5,000,000; and WHEREAS, if awardedCalHomeProgramfunds, $2,000,000shallprovide downpaymentassistanceto eligible first-timehomebuyersand $3,000,000shallprovidehousing rehabilitationassistancefor eligiblehouseholds, in accordancewith theCalHomeProgram Guidelines, theStandardAgreement, anyamendmentsthereto, andall otherdocumentsrequired by HCD; and
WHEREAS, City staffis recommendingthattheCouncilapprovethesubmittalof a CalHomeapplicationin theamountof $5,000,000.
NOW, THEREFORE, BE IT RESOLVED, thatCouncilapprovesthesubmittalof agrant applicationto HCD’s CalHomeProgramfor a grantin theamountof $5,000,000.
BE IT FURTHERRESOLVEDthatif theCity of SantaRosais awardedgrantfunds from theCalHomeProgramfrom HCD pursuantto theabovereferencedHomeownershipSuper Noticeof FundingAvailability, it representsandcertifiesthatit will useall suchfundsin a mannerconsistentandin compliancewith all applicablestateandfederalstatutes, rules, regulations, andlaws, includingwithoutlimitation all rulesandlawsregardingtheCalHome Program, aswell asanyandall contractsthatmayberequiredby HCD.
BE IT FURTHERRESOLVEDthatonbehalfof theCouncil, theCity of SantaRosais herebyauthorizedanddirectedto receiveaCalHomegrant, in anamountnot to exceed 5,000,000, in accordancewith all applicablerulesandlaws.

BE IT FURTHERRESOLVEDthattheDirectorof HousingandCommunityServices Departmentof theCity of SantaRosa, or theirdesignee, is authorizedto executetheCalHome application, theStandardAgreementandall otherdocumentsrequiredby HCD for participation in theCalHomeProgram, andanyamendmentsthereto, subjectto approvalasto form by the City Attorney.
BE IT FURTHERRESOLVEDthattheCouncilauthorizestheChiefFinancialOfficer to increaseappropriationsby theamountof theapprovedgrantaward.
