RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING A GRANT APPLICATION WITH THE METROPOLITAN TRANSPORTATION COMMISSION FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT ARTICLE IV / STATE TRANSIT ASSISTANCE FUNDS FOR FISCAL YEAR 2026-27 IN THE ESTIMATED AMOUNT OF $16,600,000; AUTHORIZE THE DIRECTOR OF TRANSPORTATION AND PUBLIC WORKS TO ACCEPT THE GRANT AND EXECUTE DOCUMENTS NECESSARY; AND AUTHORIZE THE CHIEF FINANCIAL OFFICER TO INCREASE APPROPRIATIONS WHEREAS, the Transportation Development Act (TDA), (Public Utilities Code §99200 et seq.), provides for the disbursement of funds from the Local Transportation Fund (LTF) of the County of Sonoma for use by eligible applicants for the purpose of providing public transit and paratransit; and WHEREAS, pursuant to the provisions of the TDA and regulations thereunder (Cal. Code Regs., tit. 21, §§ 6600 et. seq.) a prospective applicant wishing to receive an allocation from the LTF shall file its claim with the Metropolitan Transportation Commission; and
WHEREAS, the State Transit Assistance (STA) Fund is created pursuant to Public Utilities Code sections 99310 et. seq.; and
WHEREAS, the STA Fund makes funds available pursuant to Public Utilities Code § 99313.6 for allocation to eligible applicants to support approved transit projects; and
WHEREAS, TDA and STA funds are required by the City of Santa Rosa for providing public transit and paratransit operations and supporting capital projects; and WHEREAS, the City of Santa Rosa is an eligible applicant for TDA and STA funds pursuant to Public Utilities Code sections 99260 et seq. and 99313 through 99314.7.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa authorizes the Director of Transportation and Public Works or designee to file an appropriate application pursuant to the terms of the Transportation Development Act, as amended, and pursuant to applicable rules and regulations promulgated thereunder, together with all necessary supporting documents, with the Metropolitan Transportation Commission (MTC) for an allocation of TDA and STA funds for Fiscal Year 2026-27 in the estimated amount of $16,600,000.
BE IT FURTHER RESOLVED that the Council authorizes the Chief Financial Officer to increase appropriations equal to the portion of any allocated capital funding amount to the appropriate JL Keys.

BE IT FURTHER RESOLVED that the Council approves a copy of this Resolution to be transmitted to the MTC in conjunction with the filing of the application and the MTC be requested to grant the allocations of funds as specified herein.
