RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ADOPTING THE SANTA ROSA CITYBUS 2026 PUBLIC TRANSIT AGENCY SAFETY PLAN UPDATE WHEREAS, transit agencies receiving Federal Urbanized Area Formula Program (49 U.S.C. § 5307) funds must submit a Public Transit Agency Safety Plan (PTASP) to the Federal Transit Administration under the Public Transit Agency Safety Plan final rule (49 CFR Part 673); and WHEREAS, the PTASP must include processes and procedures to implement a Safety Management System (SMS); and WHEREAS, the PTASP must include performance targets and processes for tracking those targets; and WHEREAS, Santa Rosa Transit Division staff have prepared a PTASP meeting federal requirements; and WHEREAS, the Santa Rosa Transit Division has established a Safety Committee to assist with plan implementation and establishing safety-related performance targets; and WHEREAS, Santa Rosa Transit Division staff monitor and update the plan annually; and WHEREAS, Santa Rosa Transit Division staff have completed the annual review and update of the PTASP for 2026 and received approval from the Safety Committee; and WHEREAS, pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, the proposed action is not a “project” subject to CEQA because it does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment; and WHEREAS, in the alternative, the proposed action is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the action may have a significant effect on the environment. / / /

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa adopt the Santa Rosa CityBus 2026 Public Transit Agency Safety Plan (PTASP) Update, attached to this resolution as Exhibit A and made a part of herein.
