Thanks
for the links to the DEIR materials. And, of course, I can remind you about the FEIR next week.
I haven't read any portion of the DEIR yet, and I already have some questions. Starting with, why is the DEIR dated from 2021? And why is the FEIR just now being edited? Was the DEIR recirculated with a new period for public comment, or....?
Additionally, the DEIR doesn't appear to comply with the CEQA checklist, even from 2021 -- in 2018/19 (I believe) the new Wildfire Section XX was added to the CEQA Guidelines Checklist. Why is the DEIR not compliant in that regard?
As I'm sure you know, both the SRA and the LRA CalFire Fire Hazard Severity Zone maps have been recently updated. I haven't checked the DEIR yet, but will be checking to ensure that the FHSZs are correctly identified and then evaluated.
Obviously, something is going on that I am unaware of. I look forward to hearing from you about these questions at your early convenience.

No
w that I've scanned the DEIR, I see that the CEQA Wildfire Section was deliberately omitted, as the project is not in or "near" either an SRA or LRA VHFHSZ.
I think that's foolhardy, given the location of SRA VHFHSZ areas not all that far away, plus past fire experience, and it's literally right across Highway 12 from Santa Rosa's identified WUI. But I do see the reason the DEIR didn't complete the Wildfire Section.
However, the existing section on Hazards related to fire hazard severity zones is incorrect. I presume that you've noted that and it will be corrected in the FEIR, along with any additional analysis required if necessary?
See page 181 of the DEIR, Impact HAZ-6. The project is actually within the 2025 CalFire designated LRA Moderate Fire Hazard Severity Zone.

Hello Ms. Wollschlager,
Thank you for your email and for sharing your concerns regarding the proposed Spring Lake Village East Grove project.
Issues such as traffic, pedestrian safety, wildfire evacuation, wildlife, and intersection safety were evaluated in the Environmental Impact Report (EIR). The analysis found that the project would add a relatively small amount of traffic and would not significantly impact roadway operations or emergency evacuation plans.
For your reference, the Final EIR and the Traffic Study are attached. Also, here is the link for the Draft Final EIR: https://www.srcity.org/DocumentCenter/View/32491/Spring-Lake- Village-East-Grove-DEIR
Please be advised that your email, along with all public comments received, will be provided to the Planning Commission and will become part of the public record for this project.

Subject: [EXTERNAL] Spring Lake Village East Grove
Hello Monet,
I am writing to express my strong disapproval of this expansion.
I live in the Villa Los Alamos condos, across the street from this proposed project. The traffic here is already too heavy and dangerous for the narrow street we are on. The 3 way stop at Los Alamos and Melita is a nightmare for those of us who walk through on our way to Spring Lake or Annadel. The trees along Los Alamos are always overgrown blocking drivers from seeing what is happening ahead of them and along Melita. Even if they are looking, they rarely stop at the stop sign and cut off us pedestrians.
Building on that meadow is going to affect the wildlife that inhabit the area, during construction and beyond.
It will greatly affect our ability to evacuate if there is another wildfire, causing major traffic jams.
How many times has there been an accident at Highway 12 & Los Alamos? Building this senior living community is only going to increase the number of collisions.
This is not the corner for such a huge community to be built. It is too much traffic for a residential area.
Thank you for your time.
Danette Wollschlager
