Agenda Item #13.3
For Council Meeting of: June 2, 2026
CITY OF SANTA ROSA
CITY COUNCIL
TO: MAYOR AND CITY COUNCIL
FROM: SCOTT WAGNER, CHIEF FINANCIAL OFFICER
SUBJECT: SECOND AMENDMENT TO BLANKET PURCHASE ORDER 169623 WITH ENVIRONMENTAL LOGISTICS, INC.
AGENDA ACTION: MOTION
RECOMMENDATION
The Finance Department recommends that the Council, by motion, approve the Second Amendment to Blanket Purchase Order (BPO) Number 169623 with Environmental Logistics, Inc., Bloomington, California, to extend the term by one (1) year and increase compensation by $150,000, for a total BPO amount not to exceed $449,000, and authorize the Purchasing Agent to execute the Amendment. This item has no impact on current fiscal year budget.
EXECUTIVE SUMMARY
Various City departments require recurring hazardous waste and materials management services, including hazardous materials collection, transport, treatment, recycling, and disposal.
GOAL
This item relates to Council Goal #5 by supporting core City services and the ongoing operational need for hazardous materials collection, transport, treatment, and disposal services.
BACKGROUND/PRIOR COUNCIL REVIEW
On June 14, 2023, the City Manager approved a bid award of Request for Quotes 23-35 and the issuance of a one-year BPO with four (4) one-year extension options in an amount not to exceed $99,000.
On May 21, 2024, the City Council approved the First Amendment to BPO 169623 to extend the term for one (1) year and add compensation in the amount of $200,000.
On May 6, 2025, the Purchasing Agent approved an Extension Letter to extend the term one (1) year with no additional compensation.
ANALYSIS
BPO 169623 expires on June 14, 2026, and has two (2) one-year extension options remaining.
Environmental Logistics, Inc. has provided a one-year extension proposal under which approximately 99% of the unit costs will remain unchanged.
A 30% price increase applies only to infrequently used tote and cubic yard box services, resulting in minimal overall fiscal impact. Environmental Logistics, Inc. cites higher downstream treatment costs due to stricter handling requirements, increased operating expenses, and changes in waste management protocols.
Materials like corrosive liquids/solids and bulk non-hazardous debris now require stricter disposal and acceptance requirements, driving up processing costs reflected in updated rates.
City staff have deemed the increase fair and reasonable.
Under the City’s Purchasing Policy, City Code 3-08-110(A) Award Authority, this modification requires approval by the City Council.
FISCAL IMPACT
This item has no impact on FY 2025-2026 budget within various departments and will meet the requirement for appropriations as previously approved by Council. Future budget appropriations for Fiscal Year 2026-2027 and beyond will include funding for these ongoing services.
ENVIRONMENTAL IMPACT
Pursuant to CEQA Guidelines section 15378, the recommended action is not a “project” subject to the California Environmental Quality Act (CEQA) because it does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. In the alternative, the action is exempt pursuant to CEQA Guidelines section 15061(b)(3), as it can be seen with certainty that there is no possibility that approval of the amendment may have a significant effect on the environment.
