California Welcome Center Analysis
Actions already taken:
To control increasing operating costs and address safety concerns in 2026, the below changes are currently being tested.
These adjustments result in a budgeted operating cost of $250,000 ($180,000 net) for 2026($85,000 change from 2025). ○ Operating days adjusted from seven to five days per week (Wednesday-Sunday) eliminating the need for temporary contracted staffing.
○ Bathroom use has been closed to the public.
Need for Strategic Direction
The actions already implemented address immediate budget pressures but do not resolve the underlying safety and sustainability challenges. The Chamber therefore believes it must evaluate alternative operating models that ensure staff and visitor safety while remaining financially responsible in the context of increasing overall costs. At the same time, any continued investment should be clearly aligned with VSR’s core purpose of marketing Santa Rosa as a destination and supporting measurable tourism outcomes, including increased overnightstays and supporting related economic drivers.

California Welcome Center Analysis
Transforming the Visitor’s Center
• Overview
• Santa Rosa sits at the gateway to Sonoma County wine
country and already serves as a primary information
hub for visitors exploring the region. By evolving the
Visitor Center into a Wine Education & Tasting Center,
Santa Rosa has an opportunity to create a compelling
first stop that converts visitors into wine country
consumers, extends visitor stays, drives tasting room
visitation, and generates direct economic activity for
local wineries, restaurants, hotels, and retailers.
• Goal
• Strengthen downtown Santa Rosa and Railroad Square
by creating an anchor attraction that encourages
visitors to spend more time and money in the city
before dispersing throughout the county.
Transforming the Visitor’s Center
• Transformation
• Rather than functioning solely as a traditional
information desk, the center becomes an
immersive gateway to Sonoma County wine
country. It is a place where visitors can taste,
learn, connect with local growers and
winemakers, purchase wines, and build
personalized itineraries that inspire deeper
exploration, longer stays, and greater economic
impact throughout Santa Rosa and Sonoma
County.
• Model
• A strong example exists in the Lodi Wine Visitor
Center, which showcases wines from dozens of
wineries in one location, serves as a regional
ambassador, and attracts more than 20,000
visitors annually.
Value of a Wine Education & Tasting Center
1. Drive Economic Impact
• Convert visitors into customers by increasing spending on wine, lodging, dining, and local attractions.
• Leverage SMART train ridership and attract guests from the Bay area and beyond
2. Strengthen Tourism & Downtown Vitality
• Increase visitor dwell time, encourage overnight stays, and drive traffic to Santa Rosa businesses year-round.
• Provide training and education for hospitality teams in Santa Rosa business community (hotels, restaurants, etc.)
3. Create a Gateway to Wine Country
• Position Santa Rosa as a starting point for exploring Sonoma County's wineries, vineyards, and communities.
4. Support Local Wineries
• Provide exposure and sales opportunities for wineries of all sizes, including those without tasting rooms.
5. Enhance the Visitor Experience
• Offer wine education, curated tastings, trip planning, and direct booking opportunities in one location.
Information focus → Experience focus

• California Welcome Center

• High operating costs
• Limited tourism conversion
Wine Center Model
