Agenda Item 14 Public Comments on Non-Agendized Matters:
Late June I was walking along Fourth Street and observed a male sitting along the sidewalk talking to himself and acting stupid. I figured I should, as a public service, photograph and document.
He was talking but was incoherent, and he was pointing. I stood over him and he made eye contact with me and spoke at me but I could not make it out. He pointed towards the Barnes and Noble Building and there was nothing to see but the side of the building. He seemed to think he was pointing out something extremely important and explained it but was unintelligible. He looked back up at me and I made clear that I understood him quite well by saying, "Huh."
He had a pill bottle and a small box with a few loose pills in it. He also had a small fabric bag with one or more items in it, that he then emptied into the small box. I saw the glass bulb meth pipe come out of the small fabric bag and drop into the box. It can be seen clearly in the photograph.
The damn Norteños distributing their Mexican methamphetamine leads to this problem.
