CITY OF SANTA ROSA NOTICE OF PUBLIC HEARING
TEFRA PUBLIC HEARING AND ISSUANCE OF TAX-EXEMPT BONDS BY THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY IN AN AMOUNT NOT TO EXCEED $20 MILLION FOR SANTA ROSA GARDEN APARTMENTS – 4601 MONTGOMERY DRIVE Notice is hereby given that a public hearing will be conducted by the City Council on Tuesday, July 14, 2026, at or after 5:00 p.m. The purpose of the public hearing will be to receive public comments and recommendations prior to the City Council acting on the issuance of bonds by the California Statewide Communities Development Authority in an amount not to exceed $20 million for Santa Rosa Garden Apartments.
A public hearing as required by Section 147(f) of the Internal Revenue Code of 1986 (the “Code”), will be held with respect to a proposed plan of financing providing for the issuance by the California Statewide Communities Development Authority (the “Authority”) to issue and reissue from time to time, one or more series of revenue bonds in an amount not to exceed $20 million, to finance or refinance the acquisition, rehabilitation, improvement, and equipping an existing 111-unit qualified residential rental project located at 4601 Montgomery Drive, Santa Rosa, California (the “Project”). The Project is owned and upon completion will be operated by TTG Santa Rosa Garden Apartments Limited Partnership, a California limited partnership, or by another ownership entity to be created by its general partner, or by another affiliate of such general partner’s sole member, (such limited partnership or other ownership entity, the “Borrower”).
The Bonds and the obligation to pay principal thereof and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of the City of Santa Rosa (the “City”), the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be limited obligations of the Authority, payable solely from certain revenues duly pledged therefore and generally representing amounts paid by the Borrower.
