RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO THE U.S. BUREAU OF RECLAMATION FOR WATERSMART DROUGHT RESPONSE PROGRAM FUNDING FOR THE RECONSTRUCTION OF CARLEY WELL AND DELEGATING AUTHORITY TO ACCEPT AND EXECUTE GRANT DOCUMENTS WHEREAS, the City of Santa Rosa has prepared a grant application to the U.S Bureau of Reclamation for the WaterSMART Drought Response Program for the reconstruction of Carley Well; and WHEREAS, the grant application is due July 28, 2026, and consistent with Council Policy 000-62, Council approval is required for grant applications exceeding $500,000 or requiring cost match; and WHEREAS, Carley Well has operational deficiencies which require that the well be reconstructed; and WHEREAS, the requested grant funding of $1,500,000 and the local matching funds from the Water Department Enterprise of $3,868,250 will be used for the reconstruction of Carley Well.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa authorizes the City Manager or designee to submit a grant application on behalf of Santa Rosa Water for the U.S. Bureau of Reclamation WaterSMART Drought Response Program funding for the reconstruction of the Carley Well.
BE IT FURTHER RESOLVED that Council authorizes the City Manager or designee to accept the grant and execute any and all Grant Agreements and amendments thereto, and all agreements or documents necessary to carry out the application for or acceptance of the grant, subject to approval by the City Attorney. / / /

BE IT FURTHER RESOLVED that Council authorizes the Chief Financial Officer to increase appropriations by the approved grant award amount.
