RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AUTHORIZING THE APPROPRIATION OF EXPEDITED DRINKING WATER GRANT FUNDING FROM THE STATE WATER RESOURCES CONTROL BOARD FOR THE ROBIN WAY WATER SYSTEM CONSOLIDATION PROJECT WHEREAS, the State Water Resources Control Board (Water Board) monitors the water quality of private water systems throughout the State of California; and WHEREAS, the Water Board notified Santa Rosa Water of its intention to consolidate the Robin Way Water System with Santa Rosa Water in a project entitled The Robin Way Water System Consolidation Project (“Project”); and WHEREAS, Santa Rosa Water applied to the Water Board for financial assistance for the Project through the Expedited Drinking Water Grant Program (EDWG), to provide potable water to 5 multi-family parcels with a combined 20 units that are within Santa Rosa Water’s service area, are not currently connected to City water, and have an existing groundwater source that exceeds the State’s maximum contaminant levels of nitrate; and WHEREAS, Santa Rosa Water applied to the Water Board for financial assistance for the Project through the Expedited Drinking Water Grant Program (EDWG), to provide potable water to an additional 24 multi-family parcels with a combined 98 units that are within Santa Rosa Water’s service area, are not currently connected to City water, and whose owners wish to be included in the Project; and WHEREAS, on August 7, 2025, the Board of Public Utilities approved Resolution No. RES-2025-009, authorizing the Project and the financial assistance agreement with the Water Board, as well as authorizing the Director of Santa Rosa Water to execute the financial assistance agreement with the Water Board and associated documents to carry out the Project; and WHEREAS, under the financial assistance agreement, the Water Board will provide Santa Rosa Water with $4,442,100 to carry out the Project. / / /

NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the appropriation of EDWG funding from the Water Board in the amount of $4,442,100 to JL Key 55828, the Robin Way Water System Consolidation Project.
