RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AUTHORIZING RECEIPT OF ADDITIONAL COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY GRANT FUNDS FROM THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT; ALLOCATING SUCH FUNDS TO THE COFFEY PARK AND FOUNTAINGROVE NEIGHBORHOOD ROAD DISASTER RECOVERY PROJECT; AND AUTHORIZING THE CHIEF FINANCIAL OFFICER TO INCREASE APPROPRIATIONS IN THE AMOUNT OF $1,496,623.27 WHEREAS, residential roads in the Coffey Park and Fountaingrove neighborhoods sustained significant damage during debris removal activities following the 2017 Tubbs Fire, necessitating the rehabilitation and strengthening of approximately 33 miles of residential streets; and WHEREAS, the California Department of Housing and Community Development (HCD) awarded the City a Community Development Block Grant–Disaster Recovery (CDBG-DR) grant in the amount of $13,835,903.19 under Agreement No. 17-DRMIT-17003 for eligible road repair and rehabilitation activities associated with the Coffey Park and Fountaingrove Neighborhood Road Disaster Recovery Project, Contract No. C02258 (Project) to address damages from the debris removal activities following the 2017 Tubbs Fire; and WHEREAS, on September 26, 2023, by Resolution No. RES-2023-164, the Council approved the allocation of CDBG-DR funding under Agreement No. 17-DRMIT-17003 and awarded construction of the Project to Argonaut Constructors of Santa Rosa, California; and WHEREAS, the City contributed $3,654,718.92 of local funds and $4,475,180 in utility settlement funds; and WHEREAS, construction of the Project was completed and accepted by the City on November 13, 2025; and WHEREAS, all grant funds available under Agreement No. 17-DRMIT-17003 were expended on eligible Project costs; and WHEREAS, on January 27, 2026, by Resolution No. RES-2026-007, Council acknowledged completion of the Project and the expenditure of all CDBG-DR funds provided under Agreement No. 17-DRMIT-17003; and WHEREAS, HCD has secured additional funding for projects funded under the CDBG-DR program and has identified an additional allocation of $1,496,623.27 for the Project and issued a preliminary increased award notification letter on June 30, 2026.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa authorizes receipt of additional CDBG-DR funds from HCD in the amount of $1,496,623.27 for the Coffey Park and Fountaingrove Neighborhood Road Disaster Recovery Project, Contract No. C02258.
BE IT FURTHER RESOLVED that the Council authorizes the Chief Financial Officer to increase appropriations in the amount of $1,496,623.27 to JL Key 17674.
