Mayor Stapp recessed the meeting to closed session at
1:32 p.m. to discuss Item 3.1 as listed on the agenda.

August 18, 2026City Council Special Meeting Minutes - Draft Ashle Crocker, City Attorney, reported that by motion from Council Member Fleming, seconded by Council Member MacDonald,
Council unanimously gave City Attorney direction to initiate litigation.
Further information will be disclosed once commenced under Government Code section 54957.1.
