RESOLUTION NO. RES-2026-104

RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AUTHORIZING THE APPROPRIATION OF EXPEDITED DRINKING WATER GRANT FUNDING FROM THE STATE WATER RESOURCES CONTROL BOARD FOR THE PARK ROYAL WATER CONSOLIDATION PROJECT WHEREAS, the Park Royal Mutual Water Company (PRMWC) operates a private water system serving 27 single-family residential parcels in unincorporated Sonoma County; and WHEREAS, the State Water Resources Control Board (SWRCB) has identified PRMWC as a failing water system due to arsenic concentrations exceeding the applicable maximum contaminant level; and WHEREAS, the Park Royal Water Consolidation Project (Project) would connect the 27 parcels currently served by PRMWC to the City of Santa Rosa’s public water system and improve water-service reliability and fire-protection infrastructure within the Project area; and WHEREAS, on November 20, 2025, the Board of Public Utilities adopted Resolution No. RES-2025-012, authorizing Santa Rosa Water to enter into a financial assistance agreement with the SWRCB and designating authorized representatives for the Project; and WHEREAS, the City of Santa Rosa entered into Funding Agreement No. D2502061 (Agreement) with SWRCB, and the Agreement is attached hereto as Exhibit A; and WHEREAS, the Agreement provides funding through the Expedited Drinking Water Grant (EDWG) Program in an amount not to exceed $2,683,593 for eligible Project costs, subject to the terms and conditions of the Agreement; and WHEREAS, the funding provided under the Agreement consists entirely of principal-forgiveness funding, and the estimated principal repayment obligation of the City is zero dollars; and WHEREAS, the Project requires completion of design, environmental review, permitting, property-rights and access requirements, bidding, and construction before the consolidation can be completed; and WHEREAS, on March 23, 2026, the City determined that the Project was categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15282(k) and Public Resources Code sections 21080.21 and 21080.47, and a Notice of Exemption was filed with the Sonoma County Clerk on March 23, 2026, as Document No. 49-03232026-098, and with the State Clearinghouse on March 24, 2026, as SCH No. 2023031003; and WHEREAS, the Project as now being implemented is consistent with and does not materially differ from the Project described in the March 23, 2026, Notice of Exemption.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa authorizes the Chief Financial Officer to increase revenue and expenditure appropriations in JL Key 55829, Park Royal Water Consolidation Project, by $2,683,593, based on EDWG funding provided by the SWRCB under the Funding Agreement.

BE IT FURTHER RESOLVED that the Council hereby finds and determines that the appropriation authorized herein is within the scope of the Project for which the March 23, 2026, Notice of Exemption was filed with the Sonoma County Clerk and the State Clearinghouse, and that the appropriation authorized herein does not constitute a new or independent project approval requiring further CEQA review.
