Please phrase language for strong protections to keep ICE away from Sonoma County including Sheriff and police oversight.

To needlessly terrorize whole communities on a whim is not just cruel but against our founding on principles of the value of all human beings.

Subject: [EXTERNAL] Regarding the topic of advancing a city ordinance to non-collaboration with ICE Date: Tuesday, September 29, 2026 8:21:55 AM
Hello City Council Members,
I am weighing in for the topic I understand will be on the agenda today, namely a firmly worded Santa Rosa City Ordinance that is robust and firm in non-compliance with ICE and related federal activities in our communities.

There is the old adage that you don't bring a spoon to a knife fight. I don't really resonate with an inherently violent image as a metaphor but I think it gets across an ideological and moral stance that is needed at this time. The federal stance on this issue is extremely brutal and violent.

People in our immigrant community are living in fear based on what they see transpiring around the country. So far since Trump started his second term 610,000 have been detained in squalid conditions. Eight immigrants have been shot and killed. Alex Pretti and Renee Good were shot in cold blood protesting against ICE and 58 immigrants have died in ICE concentration camp conditions often due to medical neglect.

The majority opinion and stance of the US public is decidedly against what is transpiring and this sentiment in my judgement should be the stance of the city council and other public service bodies. As a member of the Sonoma County Sanctuary Coalition I urge you to follow their lead in advocating for a strongly worded and backed up ordinance that reassures the local immigrant communities.

Thank you!

Subject: [EXTERNAL] Business License
Date: Tuesday, September 29, 2026 6:41:57 PM
Dear City of Santa Rosa,
Cats4U has been a licensed business with the City of Santa Rosa for more than 30 years.

During that time, we have proudly served the community and provided quality work at fair and reasonable prices.

Unfortunately, the City’s implementation of the Community Workforce Agreement (CWA) has made it increasingly difficult,
and in our view effectively impossible, for our company to compete for and perform work in the City.

We believe these requirements unfairly restrict legitimate, hardworking businesses that have been serving the community for decades.

After more than 30 years as a City of Santa Rosa business license holder, it is extremely disappointing to find ourselves
in a position where we can no longer reasonably conduct business under the City’s requirements.

As a result, Cats4U is formally requesting that our City of Santa Rosa business license be canceled.

We will not continue paying business license fees to a city whose policies, in our view, restrict a legitimate local business from fairly competing for work.

We have worked hard for more than 30 years to build our business and serve our customers, and we cannot justify continuing to maintain a license that no longer allows us to meaningfully participate in the City’s marketplace.

I will also encourage other business owners I know to carefully consider whether maintaining their Santa Rosa business licenses makes sense under these policies.

Perhaps, if enough long-standing businesses make their concerns known, the City will recognize the impact this CWA is having on local businesses and reconsider what we believe is an unjust and unfair policy.

Please consider this letter our formal request to cancel the Cats4U business license and confirm in writing when the cancellation has been processed.
