RESOLUTION NO. RES-2026-111
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA EXTENDING THE PROCLAMATION OF LOCAL HOMELESS EMERGENCY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTIONS 8630 THROUGH 8634 WHEREAS, on August 9, 2016, pursuant to California Government Code Sections 8630 through 8634, the Council adopted Resolution No. 28839 proclaiming a local homeless emergency within Santa Rosa; and WHEREAS, Government Code Section 8630 requires the Council to review the need for continuing the local emergency at least once every 60 days until the Council terminates the emergency; and WHEREAS, in accordance with Government Code Section 8630, the Council has timely reviewed and continued the proclamation of local homeless emergency since its initial proclamation in August 2016, most recently through Resolution No. RES-2026-092, adopted on August 4, 2026; and WHEREAS, the Council has considered the staff report and updated information regarding homelessness within Santa Rosa and finds that the conditions supporting Resolution No. 28839 continue to exist; and WHEREAS, those conditions continue to present a critical threat to the physical and mental health and safety of persons experiencing homelessness, the natural environment, and the public health and well-being of the surrounding community, and continue to place persons and property within the territorial limits of the City in extreme peril; and WHEREAS, pursuant to CEQA Guidelines Section 15378(b)(5), the Council finds that extending the existing emergency proclamation is not a project subject to the California Environmental Quality Act (CEQA) because it does not approve, authorize, or commit the City to any specific shelter, construction project, or other physical activity that may result in a direct or reasonably foreseeable indirect physical change in the environment; and WHEREAS, in the alternative, the Council finds that the action is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that continuing the proclamation, by itself, will not have a significant effect on the environment; and WHEREAS, the Council has reviewed the need for continuing the local homeless emergency and finds that the need continues.
NOW, THEREFORE, BE IT RESOLVED that, pursuant to California Government Code Sections 8630 through 8634, the Council of the City of Santa Rosa extends the proclamation of local homeless emergency originally made by Resolution No. 28839 and declares that the proclamation remains in full force and effect.
BE IT FURTHER RESOLVED that, pursuant to California Government Code Section 8630, the Council shall review the need for continuing the local homeless emergency at least once every 60 days until the Council terminates the emergency.
