Re: Assembly Bill 2047-Firearms: 3-dimensional printing blocking technology SUPPORT (As Amended August 17, 2026)
Dear Assemblymember Bauer-Kahan,
On behalf of the City of Santa Rosa, I am writing in support of Assembly Bill (AB) 2047. This bill would require the California Department of Justice to publish written guidance or regulations on any adopted industry standards for 3-D dimensional printers.

The rise of privately manufactured "ghost guns" presents a growing public safety concern for communities across California, including Santa Rosa. Advances in 30 printing technology have made it easier to produce untraceable firearms outside existing regulatory frameworks, undermining safeguards like background checks and serial number requirements.

AB 2047 would require the California Department of Justice to monitor whether recognized industry standards for firearm blocking technology in 3-dimensional printers have been adopted.

If any standards are adopted, the Department would be required to publish written guidance or regulations within 24 months, including minimum performance standards necessary to implement the technology safely, fairly, and effectively at the state level.

This framework represents a meaningful step toward curbing the proliferation of untraceable firearms manufactured through consumer-grade 3-dimensional printing. By establishing a clear process for the state to evaluate and adopt emerging blocking technologies, the measure ensures that California is positioned to act promptly once reliable standards become available. This approach appropriately balances the need for effective regulation with the practical reality that the underlying technology continues to evolve.

For these reasons, we are pleased to support AB 2047 and thank you for your leadership on this most important issue.
