California Department of Housing and Community Development’s (HCD) Permanent Local Housing Allocation (PLHA) Program • Program created through California Senate Bill 2 (SB2), which established a $75 recording fee on real estate documents and provides grant funding to local governments for housing-related activities.
• Eligible housing activities include predevelopment, development, acquisition, rehabilitation, preservation of multifamily rental housing, targeted to low-income households with incomes up to 120% area median income.

October 13, 2026
1 Background
Background
• City previously awarded $4,012,612 of PLHA funds under 2019-2023 Notice of Funding Availability (NOFA); administered by the Housing Authority and committed to 4 affordable housing projects totaling 196 units. • On July 16, 2026, HCD released a PLHA 2024-2028 Formula Allocation NOFA. • City is a U.S. Department of Housing and Urban Development (HUD) entitlement jurisdiction and eligible to receive $487,369 and $522,044 for 2024 and 2025, up to $3,046,056 over a 5 year period.

October 13, 2026
2 Background
• Funds are non-competitive.
• 5% of the grant award is available for administration of the program ($152,302).
• HCD requires the submittal of an application, adopted PLHA Plan, executed Standard Agreement, and adherence to PLHA Program Guidelines to receive grant funds.

October 13, 2026
3 Analysis
• If awarded PLHA grant funds, the City intends to issue secured low interest loans to developers for low-income affordable housing developments in Santa Rosa, through its annual competitive NOFA. • Local funds committed to affordable housing projects will strengthen projects for competitive funding sources such as federal and state tax credit financing.
• The proposed application is consistent with Council goal #5 (Encourage Housing for All and Reduce Homelessness) by expanding access to more affordable housing opportunities for low-income households. • This item has no impact on current fiscal year budget.
