CITY OF SANTA ROSA NOTICE OF PUBLIC HEARING
PROPOSED APPLICATION FOR PERMANENT LOCAL HOUSING ALLOCATION PROGRAM FUNDS AND ADOPTION OF THE 2024–2028 PLHA PLAN Notice is hereby given that the City Council will conduct a public hearing on Tuesday, October 13, 2026, at or after 5:00 p.m. The purpose of the public hearing is to receive public comments and recommendations before the City Council considers approving an application to the California Department of Housing and Community Development for Permanent Local Housing Allocation (PLHA) Program formula allocations of $487,369 for 2024 and $522,044 for 2025, as part of a five-year allocation of up to $3,046,056, and adopting the 2024–2028 PLHA Plan.

The PLHA Program was created through Senate Bill 2, which established a $75 recording fee on certain real estate documents to provide an ongoing source of funding for housing-related projects and programs. The City of Santa Rosa is eligible to receive formula allocations totaling up to $3,046,056 over the 2024–2028 period. To apply for the 2024 and 2025 allocations, HCD requires the City Council to conduct a public hearing, adopt a five-year PLHA Plan, and authorize submission of the application.

The proposed PLHA Plan prioritizes funding for affordable multifamily rental housing serving households with incomes at or below 60 percent of area median income and identifies the anticipated number of households to be served annually during the five-year period.
