Agenda Item #13.2
For Council Meeting of: October 27, 2026
CITY OF SANTA ROSA
CITY COUNCIL
TO: MAYOR AND CITY COUNCIL
FROM: GOLBOU GHASSEMIEH, ACTING HUMAN RESOURCES DIRECTOR AND SIARA GOYER, LABOR RELATIONS MANAGER, HUMAN RESOURCES DEPARTMENT SUBJECT: FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT NUMBER F003164 WITH CIVIC CALLING CORPORATION DBA HOLLY FOR LABOR COSTING MODULE AGENDA ACTION: RESOLUTION
RECOMMENDATION
The Human Resources Department recommends that the Council, by resolution: 1) approve the First Amendment to Professional Services Agreement Number F003164 with Civic Calling Corporation dba Holly, a Delaware corporation for the addition of a labor costing module, adding compensation by $22,500 for a total contract amount not to exceed $118,500 for the use of the labor costing module for the period of October 1, 2026, through June 30, 2027; and 2) authorize the City Manager to execute the First Amendment. Sufficient appropriations are available in the current fiscal year budget.
EXECUTIVE SUMMARY
The Human Resources Department currently uses the Holly technology platform under an existing agreement with Civic Calling Corporation dba Holly to support the City’s classification and compensation analyses. As the City prepares for simultaneous labor negotiations with 14 bargaining units at 12 bargaining tables beginning in January 2027, the Human Resources and Finance Departments recommend adding Holly’s labor-costing module to the existing agreement.
The labor-costing module will allow the Human Resources and Finance Departments to model cost-of-living adjustments, step adjustments, specialty-pay proposals, and fund-allocation impacts across all bargaining units. The module will replace a time-intensive and error-prone spreadsheet-based process with a more efficient and accurate system.
The Labor Costing module integrates directly with the City's existing Holly platform, drawing from the same classification and compensation database with no duplicate data entry required. The module is targeted to be fully operational prior to the January 2027 bargaining opening. The total cost of this amendment is a prorated cost of $22,500, for the nine-month term.
GOAL
This item relates to Council Goal #1 - Achieve and Maintain Budgeting Excellence and Fiscal Stability, by equipping staff with the technology infrastructure necessary to conduct complex, multi-unit labor negotiations efficiently and transparently.
BACKGROUND/PRIOR COUNCIL REVIEW
The City of Santa Rosa entered into an agreement with Civic Calling Corporation (dba Holly) for access to their technology platform to support Human Resources’ Classification and Compensation work.
The City employs approximately 1,300 employees across 14 bargaining units, represented at 12 bargaining tables, and three unrepresented employee groups. All 14 bargaining units are scheduled to begin negotiations in January 2027. In preparation, Human Resources staff evaluated technology options to support real-time labor costing and proposal analysis. Staff determined that Holly’s labor-costing module offers the most seamless path to deployment because it integrates with the City’s existing Holly platform and can be implemented within the compressed timeline before negotiations begin.
ANALYSIS
The current PSA with Civic Calling Corporation (dba Holly) was entered into on November 17, 2025. The compensation amount in the Professional Services Agreement was $96,000 with the time of performance no later than December 31, 2029.
By approving this First Amendment, the total maximum compensation to be paid under the Professional Services Agreement will be increased by $22,500, not to exceed $118,500, for the use of the labor costing module for the period of October 1, 2026, through June 30, 2027.
FISCAL IMPACT
The requested amendment of $22,500 (October 1, 2026 to June 30, 2027) will be funded by the existing appropriations. The cost of the amendment is in addition to the contract's existing cost.
ENVIRONMENTAL IMPACT
Pursuant to CEQA Guidelines Section 15378(b)(5), the proposed action is not a project subject to the California Environmental Quality Act (CEQA) because approving an amendment for access to a software module is an administrative activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment.
